Workshop on bed and breakfast, home stay establishments
NAHARLAGUN, Aug 8: Indian Tourism, Guwahati, Ministry of Tourism in collaboration with Arunachal Tourism organized a workshop on Bed and Breakfast scheme with the stake holders of Tourism of the state at Papu Nallah near here.
Chairing the programmes as resource person, Deputy Director General, Regional Director (NE), Sanjay Shreevats said, the idea is to increase the tourism traffic in Arunachal Pradesh by introducing comfortable home stay facilities of standardized world class services to the tourists and supplement the availability of accommodation in the state and tourist destination for which people need to be sensitized about the bed and breakfast scheme. He said the basic idea is to provide a clean and affordable place for foreign and domestic tourists alike including an opportunity for foreign tourists to stay with an Indian family to experience Indian customs and tradition and relish authentic Indian cuisine.
The Director General further said that the Incredible Indian Bed and Breakfast or Home Stay facilities will be categorized as Silver and Gold class. The regional classification committee will inspect and assess the Bed and Breakfast, home stay establishments based on facilities and services offered. CM visits proposed site for All Women College
ITANAGAR, Aug 08: Working on his promises, Chief Minister Nabam Tuki made a site visit of proposed All Women College at state capital today. A well built shopping complex constructed by UD department at Lekhi Village, Naharlagun which is presently defunct has been chosen for the temporary site for the maiden college.
It may be recalled that the CM had committed to start a Women College in the floor of the house of the recently concluded Budget Session of the state assembly.

Kaying branch of APWWS formed
AALO Aug 08: The Kaying branch of Arunachal Pradesh Women Welfare Society (APWWS) has been launched on August 6.
A team of Aalo branch of APWWS led by President Marbom Bagra along with General Secretary Hoksum Ori, Chief Advisor Gedam Lollen and others visited Kaying for the opening.
Attending a function to mark the day, Bagra said that the newly formed branch should come up as a linking force for the uplift of women of the far flung area.
She advised the women wing to keep in constant touch with the development agencies that relate to issues of women, child and social emancipation.
Ori stressed on forming more such wings in the district to take up all issues related to women at all level while Ete dwelt at length on child marriage, health care and education of girl child.

Association demands capital punishment
ITANAGAR, Aug 08: Claiming that Mathew Dabi was brutally murdered while on election duty on April 9, 2014 by miscreants, Arunachal Pradesh Elementary Teachers Association today sought the chief minister’s intervention in Dabi’s death case and demanded capital punishment for the culprit(s) involved in the incident.
In its representation to the chief minister, the association informed that it has decided to take the matter to the union home ministry to seek CBI enquiry into the death case if the state government fails to solve it within 15 days.
‘Sanction posts of GNM Staff Nurse’
ITANAGAR, Aug 8: The All Arunachal Contractual Staff Nurse Association (AACSNA) has urged for sanction of the proposed posts of GNM Staff Nurse under the Health Department.
In its memorandum submitted to the health and family welfare minister, the association said that the contractual GNM nurses serving in the various health establishments under state health department are facing immense financial problem and mental agony due to meager salary and non regularization of their service for five years now.

Contingency staff calls for regularization of service

EPL coaches recommend artificial turf for development of football in Arunachal
ITANAGAR, Aug 8: English Premier League (EPL) outfit Reading Football Club coaches Keith Greene and Jamie Carr have recommended to the Arunachal Pradesh government for laying artificial turf to hone young soccer talents.
"We feel that the building of artificial turf is the best way forward for Arunachal, as these can then be used throughout in 'all weather conditions' including the monsoon season," Greene told a press conference here this afternoon.
The coaches submitted a report to the state government on completion of six months' rigorous training imparted to 192 young players in the state from March last.
"Children in Arunachal Pradesh are phenomenal in terms of willingness to learn," Carr commented.
APFA President Takam Sanjoy told that 18 players had been picked up in the coaching camps and would undergo rigorous training at Sangey Lhaden Sports Academy (SLSA) at Chimpu near here.
Admitting lack of basic infrastructure in the state, Sanjoy disclosed his government had already approved construction of outdoor stadia at Aalo, Yupia, Ziro, Daporijo and Tezu besides sanctioning an amount of Rs 42 crore for construction of an outdoor stadium at SLSA, of which an amount of Rs 10 crore had already been released.
"The state government has also earmarked an amount of Rs two crore for undertaking improvement works at Rajiv Gandhi Stadium at Naharlagun," he added.
Greene and Carr arrived here on March 5 last with the equipment to set up a coaching camp after signing an MoU with the Arunachal Pradesh Football Association (APFA). The MoU was signed by Sanjoy on behalf of APFA and Tomo Nomuk on behalf of the premier club, in presence of the Chief Minister Nabam Tuki. Nomuk, an Arunachalee, is the advisor of the club.
The duo having coaching experience of 18 and six years respectively, in their report also pointed out lack of sports infrastructure and coaching facilities in the state.

Stop blame game, work unitedly for amendment of ‘defective’ Statehood Act of 1987 : PPA
ITANAGAR, Aug 8: Justifying the agitation and untold sufferings faced by PPA workers under the dynamic leadership of late Bakin Pertin, late Tomo Riba, late Oken Lego and many others, who opposed the then Congress leadership for bringing in a hasty and weak Statehood Bill, PPA President Nikh Kamin urged the BJP and Congress leaderships to refrain from blame game and urgently call an All Party Meeting followed by an open debate involving all stake holders such as intelligentsia, PRI leaders, legal luminaries, NGOs and apex student bodies of different tribes and regions to evolve a consensus on the urgent necessity of bringing Arunachal under Article 371(A) and not under Article 371(H).
According to Kamin, Arunachal is rich but not its people. The people have been reduced to status of faithful servants of Central Govt. and the party in power. Unlike Nagaland and Mizoram which have control over their natural and cultural resources under article 371(A) and 371(G), the Arunachalees and their legislators do not own anything and have to act as puppets in the hands of their masters.
According to Kamin, the demand for autonomy for Mon or Patkai Region and in recent times the demand for protection of indigenous culture, tradition and faith have their genesis in the fact that we have not fought for a very strong and effective Statehood Act. Although the Congress regime was in power for most of the years after the Statehood Act of 1987, the BJP cannot too wash of its hands as the Party was in power for more than a tenure.

ITANAGAR, Aug 8: Tourism department conducted a review cum coordination meeting involving district tourism officers (DTOs), tourism information officers (TIO), hoteliers, tour operators and other stake holders at the department’s conference hall today.
The objective of meeting was to discuss how to improve service deliveries of the tourism department and to promote it by involving all the stakeholders and also to discuss general functioning and working of the department.
Chairing the meeting, Parliamentary Secretary Mama Natung pointed out the importance of participation of stakeholders in formulating tourism policies and activities. He sought cooperation from the staff, particularly from DTOs and TIOs for effective implementation of the policies of the department at ground level. Secretary Tourism Dr Joram Beda in his deliberation stressed on the role of DTOs, TIOs and tour operators including hoteliers in promoting the tourism sector in the state. He informed that the department is putting extra efforts to bring certain changes and trying hard to make the department as professional as possible. The secretary also deliberated on the district tourism council which will be registered society under the chairmanship of respective deputy commissioners in the district for effective functioning of the tourism department.
The DTOs and other stake holders also gave valuable suggestions on formulation of policies which the department has welcomed.
During the meeting inclusion of more areas under tourist circuits and preparation of detailed project report on local food, cuisines and traditional attires were also discussed.
Tourism Director Taru Talo expressed hoped that the department would be able to excel under the guidance the Minister, Parliamentary Secretary and Secretary Tourism.

have jointly conducted Rapid Visual Survey (RVS) and Disaster Management Awareness
in all the schools under Tezu-
A total of 70 schools were provided trainings on school safety awareness programme, mock drill and RVS of all the schools under NSSP from June 30 to August 8.
The team began its awareness, RVS and mock drill from Dimve Upper Primary School under Tezu circle on June 30 and ended its first phase programme in Bekhuliang Middle School under Sunpura circle on August 8.
A school disaster management first aid kit under NSSP were also handed over to the school authority by the team on behalf of DDMA, Lohit.
Joint RVS conducted by school authority and the team has highlighted and brought to the notice of the authorities concern some of the basic hazards in the school campus in Lohit district which needs to be redressed immediately and strictly monitored for the safety and security of school children.
Poor drinking water facility in the school, pitiable construction of new school buildings, poor electrification in the classrooms, lack of proper fencing and boundary walls of the schools and high tension electricity poles within and over the school campus were some of the issues that were noticed. Emphasis has been given on disaster situation like earthquake, flood, fire accident in schools as suggested by the DC cum Chairman, DDMA Lohit.
The team has conducted mock drills on earthquake, flood and fire safety in all the school visited.
The awareness team headed by DDMO Lohit D.Norbu has suggested the school authority to make “disaster awareness and mockdrill” a regular activity in the school so that precious lives can be saved in an event of disaster. Resource person J.Tamai, PA, DC office has emphasised to the school community to disseminate disaster awareness at all levels starting from families.
The school authorities were also suggested to conduct an essay and painting competition among the children in schools on “disaster management and awareness”.
“Since our state falls under seismic zone V, it is more important to educate the student about earthquake and fire safety in schools,” said a press release from the office of the DDMO.

It is pertaining to mention here that the hospitals of Jonai in Assam bordering here already registered six deaths caused by JE while over three dozens patients suffering from Acute Encephalitic Syndrom (AES) have been referred to Assam Medical College Hospital at Dibrugarh for diagnosis and further treatment. It is said that the infection might easily be transmitted to Ruksin and Nari areas.
The medical officers of Ruksin CHC observed a couple of patients suffering from AES last week and referred them to Assam Medical College Hospital for diagnosis. JE has reportedly been tested in one of them and he is undergoing treatment. Another JE case was detected at Seren village bordering Simen Chapori of Assam, who was later shifted to Guwahati Medical College and Hospitals.
The state health department following reports of Encephalitis outbreak has sounded high alert against the deadly disease. The medical officers have been strictly instructed to keep vigilance to control spread of JE, malaria and other vector borne diseases in the affected districts.

DIPRO adds from Daporijo:With the detection of 3 confirmed cases of Japanese Encephalitis (JE) including one dead originating from Upper Subansiri district, the Health Department and District Administration is in full swing to contain the further spread of the disease. The Health Department has started fogging operation with Malathion from August 4 in Sippi, Daporijo, Dumporijo and other areas of the district.
DMO Dr. Tale Gongo informed that along with the fogging operation, Information Education and Communication (IEC) too is being conducted to create awareness on the disease and spread words on preventive measures to be taken like keeping the surroundings clean to prevent the breeding of mosquitoes, using of mosquito nets etc.
The DA has prohibited free movement of stray animals, pigs and poultry within Daporijo township and the import of pigs and poultry from outside the state to Upper Subansiri district has been banned. (DIPRO)
Raga women sensitized on Domestic Violence Act

RAGA, Aug 8: Lower Subansiri district ICDS Cell, Ziro organized a two days coordination meeting cum sensitization programme on ‘protection of women from domestic violence’ at Inspection Bunglow, Raga.
The programme aimed at sensitizing the womenfolk of Raga area about their rights and women friendly laws to protect themselves from domestic violence.
“We were ignorant about these (women friendly) laws which have been designed, especially to protect womenfolk from domestic violence. We have come to know about these laws only after attending the programme. We have learned a lot,” told M Yaja, an Anganwadi worker.
“This awareness campaign has benefited not only the womenfolk but also the men folk of Raga area to know about various provisions under Protection of Women from Domestic Violence Act for protection of women, said Kina Taper, Anchal Chairperson of the area. He requested the department to conduct similar campaign periodically involving people from various sections of the society.
Inaugurating the awareness campaign yesterday, Raga Additional Deputy Commissioner Oti Dai highlighted the various forms of domestic violence, prevailing social evils like child marriage, polygamy etc. where women are the ultimate victim.
He also highlighted on “Protection of Women from Domestic Violence Act, 2005” in order to protect and prevent domestic violence. He urged the participants to derive maximum benefit from the campaign and learn more about the provisions under the Act from the expert team of ICDC cell and get any doubt and confusion cleared.
Highlighting the aims and objectives of the campaign, Deputy Director (I/c) ICDS divisional level cell Ziro, CDPO Kina Takka encouraged participants not to hesitate to ask any questions to clear their doubts and confusion. He also dwelt at length on various provisions of the Act as well as role of the protection officers, service providers etc.
Attending the programme as resource person, advocate Pura Dollo gave detailed account of the legal provisions as incorporated in the Act for the protection of the victims of domestic violence. He also demonstrated how to lodge complaint with magistrate seeking justice on such matters.

ITANAGAR, Aug 8: Rajiv Gandhi University Research Scholars Forum (RGURSF) supporting the nationwide agitation demanding a hike in research fellowship staged peaceful dharna in the university premises today.

Meet of special summery revision of photo electoral rolls held
YUPIA, Aug 8: A meeting on Special Summary Revision of Photo Electoral Rolls was held under the chairmanship of Papum Pare Deputy Commissioner cum DEO Tai Kaye in his conference hall here today.
Highlighting the importance of special summary revision of Photo Electoral Rolls, the DC cum DEO called upon the EROs and AEROs of various administrative centres to strictly adhere to the Commissions guidelines and rules while conducting the summary revision activities in their respective jurisdictions and to refrain from enrolment of foreigners, especially migrant laborers from Bangladesh and other neighboring states who are staying in twin capital without proper identity.
Further, he exhorted the officers to perform their duties and responsibility with sincerity and dedication for smooth conduct of summary revision activities.

Independence Day Badminton Tournament begins at Changlang
CHANGLANG, Aug 8: The Independence Day Badminton Tournament – 2014 began at Officers’ Club here today.
Organized by District Administration in collaboration with the Department of Disaster Management, Changlang unit, the tournament aims to create public awareness on disaster management and preparedness, through sports.
The tournament was inaugurated by Deputy Commissioner Chanchal Yadav in the presence of SP Vijay Kumar.
In total, 24 teams in men’s double category, 20 teams in men’s single, 6 teams in junior boys doubles and 6 teams in mixed double categories from different parts of the district are participating in the touranment.
In charge DSO D. Khandu informed that the Independence Day Badminton and Table Tennis Tournament, 2014 is a brain child of the Deputy Commissioner, which, according to him will provide the players an opportunity to show their talents.

Need for collective effort to contain JE
Dear Editor,
This is a wakeup call to State Health Department regarding control of Japanese Encephalitis. Three have died in the State so far. This could just be a tip of the iceberg. Many must be dying unreported in the rural areas where medical facilities are not available and such deaths could go unabated if not detected and controlled.
Everyone knows from all the information available in local news papers and information issued by State health Department that JE does not have a definite cure. But JE is a preventable disease through control of the vector and through Vaccine. Personal awareness and care is important.
Here I would like to give a rooster call to the State Health Department to wake them up from their official self imposed slumber to give information on benefits of JE Vaccines available commercially. Atleast they should accept the fact that they wouldn’t be able to provide free vaccine to even BPL patient in the immediate future. If they cannot give free, atleast guide them how to get one and inform them whether its worth spending so much money.
In the neighbouring State of Assam, the Health department is giving free JE Vaccines to Children who are the Risk Group in government hospitals and dispensaries. It is said that occurrence of JE has drastically come down in some of the districts of Assam after JE Vaccines were administered. Assam Government started giving vaccine mostly after transmission and outbreak period.
If you cannot beat Assam atleast try to follow them by making available the vaccine on payment. Or atleast say that the commercially available Vaccines are beneficial and advice the people to take advantage of the vaccine.
It is observed that due to panic amongst the people, JE vaccines are given privately in many dispensaries and people are rushing in for vaccinations.
The state epidemiologist stated that “no vaccine will be effective during transmission season as it takes minimum one to two months to develop immunity to the virus and in outbreak season when the virus is virulent, these vaccines may not help. Vaccination gives a false sense of security and is not recommended by Govt of India during the transmission/ outbreak situation”.
Based on the statement, I would like to know whether the vaccine will not at all give immunity to a person who gets himself a dose of JE vaccine during transmission and outbreak period and who is not exposed to JE virus?
Is it not easier to take personal care for two months and remain relaxed for another 3 years and get a booster dose once in 3 years?
Is it not the vaccine which is the only 99% sure way of JE Control?
Is there any severe side effects to persons who, unaware of being exposed to JE virus takes the vaccine?
If so, shall it be necessary to test one’s blood for JE virus before JE vaccine?
These are basic questions the State Health department need to answer. If the answers to the above questions are negative, why not promote getting vaccinations through other private hospitals/dispensaries?
Japan, China, Korea and many other Asian countries have achieved success through Vaccine.
According to 26th July edition of Arunachal Times, the state health department requested Govt. of India to provide JE testing kit.
Why couldn’t the health department procure the kit in advance? Why even for such an important kit, the state health department should be dependent on Central Government? For any disease, success and effective treatment lie in ability of early detection and diagnosis.
State health Department may please lead us in the war against JE. Many countries have won this battle. We too can. Lead us correctly in combating this dreaded enemy called JE.

Electricity, supply and exchequer
Dear Editor,
We use electricity almost every second. We use it when we turn on the lights, when we turn on our cell phones, some people even have electric toothbrushes and as such we cannot think of a life without electricity.
But, in order to get optimum benefit from the electricity, its distribution should be a proper and well managed as frequent breakdown of electricity supply causes untold suffering to the consumers.
Only production of electricity is of no use if it is not properly distributed to the consumers. By excluding the natural factor leading to breakage of electric supply viz. rain, flood, landslide, all other factors could be minimized or zeroed down by using modern day’s scientific tools and advanced equipments. We often hear that transformers are burnt due to overload and the consumers are forced to experience load shedding even in peak monsoon season till repairing of the damaged transformers.
Again during winter, we experience load shedding due to insufficient production of electricity on account of lean discharge in the water reservoir. So, the supply and distribution of the electricity get disturbed throughout the year. Whatever may be the reason, the overall impact is less revenue for the department or the state Exchequer.

Impartiality in salary disbursement
Dear Editor,
Through the columns of your esteemed daily, I would like to draw your kind attention towards injustice being done with the SSA APTET 1st batch Teachers of East Siang district.
It was a great relief to us with the news of payments to be disbursed on the first week of August, but after the patient wait of ten months for our hard earned money, we are again left with an injustice. The payment of East Siang District has been given only up to the month of March 2014 whereas our fellow enrolled SSA APTET teachers of Kurung kumey and East Kameng districts were provided with their whole ten months salary i.e upto July 2014.
My plea to the Education Minister is that we are doing our jobs properly with great patience and perseverance equally then why our rightful honorarium is not given equally? Why there is this differentiation of four months payment between the East Siang SSA APTET teachers and the other SSA APTET teachers? Our family and we had many hopes attached with that payment.
Therefore, I would like to request you to kindly disburse the remaining four months’ salary of as soon as possible, so that we would not have any kind of feeling of injustice and inequality among the teachers.

Transfer and posting policy
Dear Editor,
Through your esteemed daily, I would like to urge the state govt to look into the matter of routine transfer and posting of state govt servants as such culture would bring good working habit among the employees.
In our state the routine transfers have not been followed according to the govt rules. As a result, many employees posted at far flung places are losing their hope of getting transferred to better places. In due course of time, their effectiveness is also lessened and as a result common people and state govt suffer the most.
Government should do something on it.
